Environmental Council

Dates: 18 September 2025

Agenda highlights

European climate law

EU environment ministers will hold a policy debate on a proposal to amend the European climate law to establish a binding intermediate climate target for 2040. The proposal introduces a target to reduce greenhouse gas (GHG) emissions by 90% by 2040, compared to 1990 levels. It also outlines key elements and conditions that the European Commission must reflect in its legislative proposals for the post-2030 policy framework to enable member states to achieve the 2040 target.

EU nationally determined contribution to the UNFCCC

Ministers will also discuss the EU’s updated 2035 nationally determined contribution (NDC) to be submitted to the UNFCCC, the UN climate convention. NDCs are an integral part of the Paris Agreement, which requires each party to the convention to update their NDCs every five years. The next round of submissions is due ahead of COP30 (10–21 November 2025). NDCs set out the efforts made by each country to reduce national emissions and adapt to the impacts of climate change. The EU submits an NDC on behalf of the EU and its member states.

Baltic Sea Bankruptcy : A changed climate, broken economy and ecosystem

Location: Brussels, Belgium/ hybrid

Dates: 03 September 2025

Dear all. Here is the webex link to the event. Please, all down here in Brussels do come to EP and show the interest to signal importance. All others that cannot make it for obvious reasons, listen in here The Baltic Sea ecosystem is heavily impacted by human activities. Because of its unique natural traits, equal in size to the Black Sea but only 4% of its water volume, it is more sensitive than any other sea basin. As such, the Baltic Sea requires special attention and special measures. Climate change and the drastic loss of the main predator species cod is driving big changes and losses of a vital ecosystem components as well as economic and food resources. The Baltic Sea has gotten renewed attention as border region to Russia and resilience is now a word both ecological status and EU food security and safety. We cannot afford to continue business as usual and this event is to explore and expose two key issues: the economic potential in restored fish stocks and how scientific advice on fishing opportunities have missed the mark and needs to be changed in the Baltic Sea. It is in this crucial context for the Baltic Sea, MEP Isabella Lövin is currently preparing her own-initiative report on the multiannual plan for the Baltic Sea and ways forward, and invites you for this timely event to address the issue together. Presentation of the EMFAF study supporting the evaluation of the landing obligation

Location: Online

Dates: 08 July 2025

The event will bring together key stakeholders — including representatives from the EU Council, European Parliament, European Commission, Member States, the fisheries sector, scientists, and others directly involved in the implementation of the landing obligation. Speakers will present the methodology used to develop the study, focusing on its evaluation against key criteria such as effectiveness, efficiency, relevance, coherence, and EU added value. The main findings will be shared, followed by an exchange with participants on specific issues addressed in the study. This event offers a valuable opportunity to reflect on lessons learned and to explore further the reasons behind the challenges identified in this analysis. You can already ask your questions on slido.com using the code #LandingObligation.
