This briefing paper has been provided as input for the Council meeting on 14-15 May, at which proposals on Maximum Sustainable Yield (MSY) and the subsidy package, the European Maritime and Fisheries Fund (EMFF), will be discussed. The aim of our recommendations is for Ministers to reap the benefits of rebuilding fish stocks by bringing a long-term persepective to management. Taking fish stocks to a biomass that exceeds MSY will sow the seeds for sustainable European fisheries and is one of the key areas of the CFP reform. Moreover, a greater share of the subsidy package should be used to improve data collection and controls, in order to aid Member States in their management efforts.
