The Baltic Environmental Forum (BEF) was set up in 1995 by the Baltic Ministries of Environment, Germany and the European Commission to strengthen cooperation of the Baltic States in the field of environmental policy, and act as a mediator between the European Union and the Baltic environmental stakeholders. Multi-stakeholder seminars, trainings and information days have been the key tools for meeting these objectives.

In 2003 the BEF team has founded NGOs in the three Baltic States and Germany to continue the work in the field of environmental policy implementation. The organisations are independent in legal and fiscal terms, but they form a network with a co-operation contract as so-called “BEF Group”.

BEF Group continues to facilitate a Baltic dialog, organize training and seminars needed for improved professional aptitude of its stakeholders. Additionally, the BEF will take part in developing and implementation of multi-lateral projects that will further strengthen the regional environmental record. The focus will remain on such environmental issues as nature conservation, water policy, waste management, climate change, energy and chemicals policy.

Since August 2005 BEF-Latvia as a leading party has started LIFE-Nature project ”Marine Protected Areas in the Eastern Baltic Sea”, which is implemented in three Baltic States and partly involving also Russia.

Besides the beneficiary - BEF-Latvia, 19 other partners participate in the project implementation, including BEF-Lithuania, BEF –Estonia as well as different scientific institutions and non- governmental organisation.
